I quote Openbrain, OP has tried to modify the behaviour at the "xorg Level", but Xorg is using two types of management, one is "libinput" the other is "libevent" (names are not exact, but if you read the relevant documentation you will se that something has changed in the recent past on managing keyboard and mouse events in Xorg. OP did choose to have concern with that level of details as playing with 'xinput'. The OP shouldn't need to concern himself with such low-level details.
